    REGISTRATION and  RULES INFORMATION 
    • Team Bond in the amount of $ 500.00 is required.
    • Age Cut off Date: BIRTHDAY PRIOR TO May 1, OF THE CURRENT YEAR
    • Registration Fee must be paid in full prior to the scheduling of games.
    • Proof of insurance identifying Long Island Baseball Association as additional insured is required.
    • A completed roster and documented proof of age for all participants is required.
    • The season will begin (May 29 , 2008).
    • The 10,11 and 12 year old group will have one umpire per game and the cost will be $45 (10-11U) and $50 for 12+
    •  Two umpires at every game for the age group of 13 to 18
    •  Age Group 13/14 each team will pay $55 per game to the umpires.
    •  Age Group 15/16 each team will pay $60 per game to the umpires.
    • Age Group 17/18 each team will pay $65 per game to the umpires.
    • Saturday Games will be Double Headers.
    •  Tuesday and Thursday Games will start no later than 6:00 pm. (Single Game)
    •  The team with the best record by (TBA) will qualify for a bid to the N.A.B.F.
    •  The season will end by the second week in August
    •  You are responsible for your own make up games.
    •  Please note: By (date) you will have played () games. These games count for your bid to the N.A.B.F. The team with the best record will receive this bid. There will be no exception. So it is important that you play all of your games by (TBA).
    •  No later then (date) the teams will be notified on who is going either to a Regional or World Series.
    •  The season will still continue with the games that are scheduled. If you are scheduled to play a team that is going to a Regional or World Series when they come back your game will be rescheduled by the L.I.B.A.
    •  Team Roster will consist of a maximum 21 players and a minimum of 14 players. We urge you to maximize your roster. If your team is planning on participating in the PONY tournament their roster size is 15 players.
    •  -If you turn down the N.A.B.F. bid it will be given to the next team in order of finish in that division.
    •  Registration form must be received no later than (March 1)
    •  Deposit required $100 non-refundable with registration form
    •  Final payment at Division meeting of (March 31) with Roster, Birth Certificates, Permits for your Field and General Liability certificates.

     

    Long Island Baseball Association

    PLAYING RULES

    Baseball Rules as prepared by the OFFICIAL PLAYING RULES COMMITTEE FOR ORGANIZED PROGRESSIONAL BASEBALL, as adopted for use by the American League, shall apply to all contests.

    The National Amateur Baseball Federation also bases the Long Island Baseball Association’s play on the rules and regulations as set down.

    The following additions and interpretations to those rules will govern local play:

                        Equipment/Safety Rules

    Metal spikes and head-first slides are permitted.

    Avoid Contact rule applies at all LIBA games. Player who doesn't avoid contact can be called out and ejected from the game based on umpires' decision.

    Any injury on the field should be address immediately on the field. Bleeding on the field must stop play and first aid must be addressed.

    In the event of lightning, the game will be halted and all participants are to seek safe shelter. The game may continue once lightning is no longer present after 20 minutes.

                         Game Rules

    1. Teams may elect to use a designated hitter for the pitcher and/or an extra hitter (ten man batting order). Teams planning to use either or both of these extra players must decide to do so in their starting line-up. Teams must finish with the same number of batter as in the starting lineup with the exception of an injury to a player. Violation of this rule will result in forfeit.

    2. All games in the 15U, 16U, 17U and 18U division are played with wooden bats. Composite wood bats are not acceptable. In all divisions, a wood bat can't exceed 42 inches in length or 2-5/8 inches in diameter. Metal bats (-3 only) are allowed in the 13/14U division.

    3. A ten (10) run mercy rule is in effect after five (5) complete innings in a seven inning game. A ten (10) run mercy rule is in effect after four (4) complete innings in a six inning game. There is no requirement for equal at bats after the (4) inning in a six inning game or (5) inning in a seven inning game.

    4. A starting player may reenter the game once provided he remains in the same batting position. A substitute may not reenter the game once removed from the game.

    5.Managers must remove a pitcher from the mound on a second trip to the mound in the same inning. There is an allowance of five visits per game for manager/coach. Thereafter, each visit requires a pitching change.

    6.No inning may start after 2 hours 30 minutes. Any inning started must finish.

    7. No courtesy runners allowed.

     8.Protests: Both managers must work to resolve all issues on the field before any protests. In the event, a disputed rules call can't be resolved a protest of the game may take place. The protest must be noted at the time of the infraction and the umpires and opposing manger must be made aware of before play can begin. Protests may be filed with the League. Your protest must be filed in writing with the League within two (2) days of the game in question and must be accompanied by a check for $25.00. Judgment calls can't be protested.

    9.
    Forfeits:

    A forfeiture will be awarded under the following circumstances:
    A.A team is not ready to play 20 minutes after the scheduled game time.

             B. In the case of a double-header, the umpire will wait an additional   20 minutes before calling for a forfeit of the second game.

             C. Teams must finish with the same number of batters as in the        starting lineup with the exception of an injury to a player. Violation of this rule will result in forfeit.

    10. Only the approved baseballs may be used in official league games.

    11. Managers and Players Responsibilities: Teams are responsible for the conduct of themselves, players and spectators. Any ejection will result in an immediate one game suspension. Upon review further discipline may result. smoking is not allowed in any dugout by players or adults.
